Today the Department of New Jersey Executive Board has approved a change in our Department Administrative Procedures to correct and give better flexibility to the nomination process for Department Marine of The Year.
This change was made using the following section in our Bylaws / Administration Chapter 10 Section 4 reads as follows:
SECTION 4 – AMENDMENTS – The Administrative Procedures may be amended revised or repealed by a majority vote of the Department Executive Committee provided that the amendment, revision or repeal does not in any manner violate the provisions of the National Bylaws of the Marine Corps League.
Reason for wanting a change:
This year for the first time our Department Convention is from May 31 to June 2 one week earlier than normal. This was due to a change at the Convention site schedule with the LPGA (Ladies Professional Golf Association) In past years this golf event was always prior to our convention.
The issue this year is with our Bylaws is that it states in Chapter 11 Section 4
“SECTION 4 – All nominations shall be submitted to the Department Commandant via CERTIFIED MAIL RETURN RECEIPT REQUESTED. CLEARLY MARKED ‘MARINE OF THE YEAR” NO LATER THAN JUNE I ST. NO HAND-DELIVERED SUBMISSIONS SHALL BE PERMITTED AT THE DEPARTMENT CONVENTION AND NO SUBMISSIONS RECEIVED AFTER THE DEADLINE SHALL BE ACCEPTED BY THE DEPARTMENT COMMANDANT. Submissions received beyond the established deadline shall be returned to the submitting Detachment, UNOPENED by the Department Commandant.”
Since the Commandant will be on site at the convention from May 31st –June 2nd any mail arriving May 31st or June 1st would not be available for the selection committee.
In an effort to make the process more flexible, the Executive Board has agreed to change our Administrative procedure “Chapter 11 Section 4 removing the June 1st date and inserting May 15th as the new date.
