Pursuant to N.J.A.C. 1:30-5.2(a)3ii and iii, the NJ Department of Military and Veterans Affairs is providing your organization with the below notice of proposed rule readoption with amendments to N.J.A.C. 5A:5 (Division of Veterans Services).

The New Jersey Department of Military and Veterans Affairs has proposed for readoption with amendments N.J.A.C 5A:6 that outline, identify and establish the eligibility requirements, policies and procedures for the entitlement programs and services authorized for provision to New Jersey resident veterans by the State pursuant to N.J.S.A. 18A:71-61 et seq.; 18A:71-64 et seq.; 18A:71-76.1 et seq.; 38:18-1 et seq.; 38:18A-1 et seq.; 38:20-1 et seq.; 38A:3-2d1 et seq.; 38A:3-23 et seq.; 38A:3-24 et seq.; 38A:3-32 et seq.; and 38A:4-4.
The intent of N.J.A.C. 5A:6 is to identify, establish and clarify the entitlement programs and services authorized to New Jersey resident veterans. The proposed entitlements do not change entitlements as published but rather reduce confusion regarding applicability. The adoption of these amendments is necessary to continue the entitlement programs and services to New Jersey resident veterans.
The Legislature acknowledged the benefits to society gained from the military service of the State’s resident Veterans and provides these Veteran’s entitlement programs and services to those who have served their Nation.
As the Department has provided a 60-day comment period on this notice of proposal, this notice is excepted from the rulemaking calendar requirements, pursuant to N.J.A.C. 1:30-3.3(a)5.
